"These are not the conventional activists" who call for overthrow of the state or the introduction of democracy, said Gao Wenqian, a senior policy adviser in New York for advocacy group  .

Though authorities in the past have detained Mr. Xu, the lawyer's positions are so moderate he has faced criticism from more-radical activists. "He has always pushed for change within the system," said Mr. Gao.
